What TDD is doing and how you can learn more at Insights25
Our directorate is focussed on People, Technology and Innovation. The directorate consists of three functions:
- Workforce and Capability – responsible for providing probation staff with a learning journey from induction and as they progress through their career. As well as leading national workforce planning across prison and probation
- Digital Transformation – leads on prioritisation of digital investment and implementation across HMPPS, working closely with Justice Digital and the AI Unit
- Enable – a programme which will transform the way we train, support and lead our workforce in prisons
I’m really pleased that TDD is supporting Insights25 focus on empowering, enabling, and looking after our people who work across the criminal justice sector and celebrating their important work. You can learn more about some of TDD’s work which cuts across the Insights25 themes of:

Workforce and Capability
Our team here is responsible for ensuring the right individuals are in the right roles to meet current and future demands across prisons and probation. It leads national workforce planning, and learning and development. The team focusses on enhancing operational delivery, building capability, and fostering innovation.
The team create an open learning culture with learning resources that are accessible at point of need, enabling staff to be their best, owning their continuous professional development and keeping up to date with evidence-based practice.
It also acts as the intelligent client for people, leading on the People Strategy and wellbeing.
Wellbeing is a key area of responsibility, recognising that supporting our people is fundamental to achieving these aims.
Digital transformation and AI
TDD is driving long term digital transformation and effective implementation of digital projects to support the frontline. The focus includes Launchpad, Digital Prison Services (DPS) and the design, development and implementation of the Assessing Risk Needs and Strengths (ARNS) system.
Our team is responsible for guiding the agency’s approach to AI and managing the Digital Intelligent Client function. They work alongside Justice Digital and the AI Unit, with current initiatives include a ChatGPT Pilot, Justice Transcribe, and ‘Dotly’ to support the Professional Qualification in Probation (PQiP).

The Enable Programme
Our team here leads the work to modernise and upgrade prison officer and leaders’ training and development. It aims to create a safer, more supportive environment where prison staff feel valued, confident in their skills, and empowered to make a real difference to prisoners’ lives. The programme is informed by relational practice to support the development of strong, positive relationships between colleagues, and staff and prisoners. Enable supports staff at all levels – from new officers to governors – through tailored capability packages, leadership development, and foundation training.

Wellbeing
One of the four principles of the HMPPS business strategy is ‘enabling people to be their best’ – we aim to create a work environment that supports employee wellbeing and empowers us to look after our mental and physical health.
Staff working in the criminal justice system operate in high-pressure, emotionally demanding and often high-risk environments. The overarching aim is to empower staff to recognise when they need support, understand what’s available, and feel confident accessing it. This is reinforced by line manager support and effective signposting.
Staff Support and Wellbeing Leads are now in place across every Area, HQ, and Youth Custody Service.
