Reflecting on the Launch of the HMPPS Statement of Operational Evidence Needs (SOEN)

Recently we formally launched the first HMPPS Statement of Operational Evidence Needs (SOEN).
The launch event brought together colleagues from across HMPPS, MoJ, and the wider research community. What stood out most was the shared sense of purpose and a collective commitment to shaping a justice system grounded in evidence.
During the event we:
- Took a closer look at how the SOEN highlights priority evidence gaps across the operational landscape.
- Heard from the MoJ Evidence & Partnerships Hub about the Ministry of Justice’s Areas of Research Interest (ARI) 2025 and National Research Committee application process.
A Platform for Collaboration
A particularly energising part of the launch was the strong interest shown by academics and the wider research community, along with their clear enthusiasm for collaboration.
We are eager to hear from academics, institutions, and researchers who want to contribute to this next chapter. The SOEN is not just a document, it’s a platform for partnership and a catalyst for evidence informed improvement across the justice system.
